Research Proposal:
Many countries are undertaking trade negotiations to establish free trade agreements. These negotiations are sometimes between a developed country and a developing country. Very few studies have been done of agreements to evaluate which country made more concessions than the other in order to determine if the agreement under study is really balanced or not.
The proposed theme for this research is to evaluate the agricultural components of the two agreements that Morocco has with EU and US. Who is gaining the most out of these agreements, Morocco or its partners? The methodology will be based on elaborating some indicators, which will be common to the two parties to take into account the complexity of the outcome of any FTA agreement (tariff level, current trade flow, trade dynamics…). These indicators are to be corrected by past trade trends and by multilateral trade and other bilateral or multi-lateral agreements (preference losses). This methodology would permit evaluation in the course of negotiations. We can calculate these indicators and use them as objective arguments in the negotiations. For example, Morocco is currently negotiating an agricultural FTA with Europe. This methodology will also be useful for other developing countries when they negotiate trade agreements.
